Healthy Start Program
Home visiting and early intervention services are the foundation of the Healthy Star Program. Program goals include: healthy mothers; babies born healthy; healthy families with access to health care; children ready to learn; families safe in their homes & communities; stable families moving toward economic self-sufficiency.
Program Qualifications:
Prenatal
Must be a pregnant woman enrolled in Maryland Medicaid and have a qualifying risk factor.
Child
Must be 0-2 years of age and enrolled in Maryland Medicaid and have a qualifying risk factor.
Services include:
Registered Nurse Case Managers that focus on assisting participants to access and utilize the managed care system and other health-related services and to practice healthy behaviors and utilize good parenting skills.
Maryland Children's Health Program (MCHP)
Provides free health insurance to income eligible pregnant women and children up to the age of 19. Call to apply for services.
Maryland Children's Health Premium Program
(MCHP Premium)
Low cost health insurance plan for uninsured children up to age 19 for families with income above the limit for the standard MCHP (Maryland Children's Health Program) program. Parents pay one low monthly premium per family and the children get health care through Maryland's Health Choice Program. Call to apply for services.
Ombudsman and Administrative Care Program
Provides outreach and education throughout the community regarding the Health Choice System. Assists Managed Care recipients with care coordination, obtaining services, complaint resolution, trouble shooting, etc. Provides assistance with the MCO's to ensure enrollees receive covered services.
Medical Assistance Transportation
Provides transportation to clients for medical appointments with current coverage through Medicaid. Medicaid Transportation services must be provided to recipients who have no other means of transportation resources available for their use. Inquiry of the recipient must include, but is not limited to, the following:
- Whether the recipient or a family member in the recipient's household owns a vehicle.
- Availability of other relatives' or friends' vehicles.
- Availability of a volunteer using a privately owned or public or private agency vehicle.
- Transportation services provided free by any other city, county, or state agency program.
- Methods by which recipient previously reached medical services or currently reaches non-medical services (such as grocery store, drug store and shopping).
- Whether the recipient can walk to the medical service.
- Whether public bus transportation operates between the recipient's home and the medical service.
Staff should screen all requests for transportation services by asking the recipient questions such as:
- Do you or a family member have a car?
- How do you get to the grocery store?
- Can you walk to the medical appointment?
- How far do you live from a bus line?

Personal Care For Medical Assistance Recipients

Medical Assistance recipients in need of personal care in their homes may be eligible for help. Eligible recipients need to be under the care of a physician for a chronic illness, medical condition or disability.
